Albuquerque, NM – Today, Attorney General Balderas announced that Second Judicial District
Court Judge Jacqueline Flores sentenced 28-year-old Edward Cebada to 16 years in prison for
forcibly raping a 16-year-old high-school female in her car at Cottonwood Mall in Albuquerque
while he was on sex-offender parole. A Bernalillo County jury in June of 2019 convicted Cebada
of one count of Criminal Sexual Penetration of a Minor and one count of Attempt to Commit
Criminal Sexual Penetration of a Minor after a weeklong trial. This case was investigated and
prosecuted by the Office of the Attorney General.
“This man is a repeat offender, who should not have been near children.” said Attorney General
Balderas, “I will be asking our New Mexico Legislature to expand our impact justice model
throughout New Mexico.”
Cebada’s 16-year prison sentence will run consecutive to the prison sentence his is currently
serving, meaning this sentence will not begin until that sentence ends. Cebada is already a
registered sex offender.
